what happens if i want buy something off someone with less feedback than me does that mean the other person has has to send before i pay even though we both have under 10 feedback?

You both have to send first!

But seriously, it is up to you. The rules are in place to assist the 99% of instances. There will always be one that doesn't fit.
If you get stuck, get an experienced member with good FB to go middle man for you. Then you both send to him and he forwards them? If it is an expensive card that is!

lets make it minimum 75 feedback..
