James Hird 1996 Signature Series Error Card

Hey all,
Just a question. Has anyone else seen this signature card that was not signed and also not numbered?

Any info would be great.

It'd be a promo card sent to retailers. I've got a couple of DPS that are the same (unsigned/unnumbered). In more recent times they have "Promo Card" on the card, but maybe they weren't doing that yet in 1996.
