Understanding parallels

I had a question about the relatively scarcity of parallels. Using the 2017-18 Donruss Optic as an example, I take from the Beckett website summary of the base set that there are the following parallels:

Parallels:
• Blue Velocity
• Checkerboard
• Fast Break Holo
• Holo
• Purple
• White Sparkle
• Premium Box Set – /249
• Orange – /199
• Fast Break Orange – /193
• Lime Green – /175
• Fast Break Purple – /155
• Red – /99
• Pink Velocity – /79
• Fast Break Red – /85
• Fast Break Blue – /50
• Blue – /49
• Black Velocity – /39
• Aqua – /25
• Pink – /25
• Fast Break Pink – /20
• Purple Stars – /13
• Fast Break Gold – /10
• Gold – /10
• Green – /5
• Black – 1/1
• Fast Break Black – 1/1
• Gold Vinyl – 1/1

My assumption upon seeing this is that the ones with the fixed number, e.g. Orange /199, would be more scarce (and therefore more valuable) than the non-numbered parallels (e.g. Holo). Is this a correct assumption, or does it depend? Does anyone know how many of the non-numbered parallels would be out there? I've seen in a couple of instances now where the Holo parallel was priced higher than one of the numbered ones and it didn't quite make sense to me.
 
The Orange is more scarce than a holo.

Panini continue to pump out the numbers so it varies year to year. Could be 5000 to 10000 holos. Who knows.

The saying goes that more people want the holo over a colour. But history shows that the lower numbered colour will outperform in the non numbered holo in the long run.
