I found this card in a box of my older brothers old cards. He doesn't collect anymore but this one was in a protective sleeve so I thought I would look for it on the Internet but I can't find it anywhere. Help. I'm looking for any info on it.

Its called High Voltage Heroes and it is Shaquille O'Neal.

Says its a prototype card on the back there...what were the companies producing un-licenced cards during those years?
