my guess is that it belongs to Neil Funk... using my powers of deduction - it said level A broadcast member of 17 yrs, so a play by play announcer would certainly fit that bill (like a Marv Albert or Mike Breen type lead guy), it actually also says TV on the side of the ring so that is the dead giveaway...

check the timelines under Bulls play by play announcers, it falls right in the 3 peat timeline - he started with them in 1991: http://en.wikipedia.org/wiki/List_of_Chicago_Bulls_broadcasters
