A bit of help on a problem

Howdy folks.
I've been fortunate enough to never really have a problem buying or selling on ebay before.
But I purchased a J.J Redick Exquiste RC a little while ago which never arrived in my comc.com mailbox.
I told the seller and opened a case. He has said he can send me a duplicate of the card with tracking but I will need to do the following first:

Hello Matt, paypal has the $18 on hold. If you cancel the open dispute thru eebay, I will send you another Redick card with tracking. I can't send it til the dispute has been settled. Thanks, Justin.

Does that sound about right?

I would say to him, send the second card, when its received by COMC then you will cancel the dispute.

Yep , guy is just trying to get the case cancelled so he can screw you again.
