Funnily , ebay doesn't strike anything except non-paying bidder as I know.
(SO if someone gets too many strikes and becomes NARU, he would be really really hilarious guy, scammer or really unexperienced first time user.)

Even underwater dealing to save Ebay fee doesn't be blocked by Ebay.

If he gets a strike, the reason would be he is not lucky.
