Sending Cards to the US

Just wanted to know do you guys fill out the customs declarations when sending a card to the states or just send it as documents??

Im talking the lower value cards too

In all my sales, i've never had any card make in through without that document. Regardless of value of the item.
They always squiz my envelope and say "fill this out"

Ok cool.

Its just that I sent one the other day and just said it is documents and then only charged me $2.95

But now im not sure if it will make it there

I've sent it both ways. Seem to have more success if I fill in the customs form.
