Help for a mate please! ;)

To whom it may concern and whoever is able to help me out with this.
I have a friend who has been trying to join the website for about 3 weeks (not really sure of time) and the account has been activated and everything however he is still not able to post threads or do anything ATM. If someone could please help that would be greatly appreciated .
