Interesting - listing does not state game worn - but it looks like it might be a player cut, and I've seen game worn Dragons jerseys with the jersey number handwritten on the collar.
Isn't witch hazel for skin repair?

Yes. My wife gave me all her makeup removers and skin care products that had alcohol in it to try and that one worked. It took a lot of work though.

When I did it I would pour a few drops on the spot i was working on and dap at it with some cotton makeup remover pads. I tried to dab rather than wipe to try and not to spread it and also to protect the fabric. I also put an old rag inside the jersey as some of the ink bled through. I'd try a bit you won't see, such as under the arm pit, to make sure it doesn't fade the fabric first. It took a bit of work but I eventually got there.
