would definitely be a printing issue - I've seen a few of these - generally there are a few phases to the manufacturing and for some reason a few don't get all the way through (assuming its workers taking them before finished).
in terms of value - really depends on the individual. error cards like this don't hold much value for me personally however you might find someone who is willing to pay a fair bit.
