I don't understand how on the internet sites these cards are classified as rare but they r so cheap to purchase, what am I missing

When you are trying to sell something it is always rare, highly collectable, must have etc etc.

These were exceptionally rare and when they were released we're selling for around $30 each, however as most people that were collecting them have what they need, the prices decline as interest declines in them.
Perhaps if they were still making these each year, the value would be higher.
