Yes, what it means is that they didn't have access to the actual signed cards when they did the promo pictures so they've done this workaround in order to get them out

Yep, especially when they are almost certain to do 6 or 7 of the same players in elite. It's insulting to collectors. I know I keep harping on it, but Tui Kamikamica has played over 90 games and never had a single card because there's no variety.
